There are a lot of people that are making their own websites these days. There are simple templates you can use. There are also drag and drop programs to help you if you are a beginner. There are a number of server website companies that offer simple website building tools for free when you host your site with them. My favorite is freeservers.com . There will be a monthly fee to host your site and just about anyone can figure out how to make a website using their web builder tools.
If you need to be more professional you can hire a programmer to build your site or you can take a class at a local school. Some adult education schools offer classes and most Jr. colleges also offer classes. HTML is a language that is widely used for building websites but there are far more sophisticated languages that are also widely used today. If you don't have any programming experience you should start with an introduction class.
